Abstract:
The relevance of the research is confirmed by the strengthening of inter-organizational and inter-national competition in the struggle for technological power in the world economy. China's success in innovation raises concerns from both leading countries in innovation and technological development, as well as individual representatives of the academic, political and business circles. There is a need to identify fundamental economic factors and assess the prospects for China's innovative and technological transition to a new technological order. The article is aimed at improving the conceptual, theoretical and applied aspects of the mechanism of state support for innovation in the context of reconfiguration of the industrial and scientific-technical structure at the global level. The article clarifies the definition of technological changes. A grouping of the most authoritative international indices calculated to assess the level of innovation and technological development is proposed. The grouping is based on the criterion of what stage the economy is at: either the conditions are formed there and there is potential for the development of an innovative and technological economy, or it has already switched to the model of this economy and is getting the corresponding results. The paper shows that the key factors of successful innovation and technological development in China include: rapid expansion of education and science systems; increasing the level of wages, as well as social and environmental standards; involvement in international scientific and investment cooperation; a triple alliance between government, industry, and science. Specific risks for realizing the innovative potential of the Chinese economy are as follows: going beyond global norms (for example, in relation to intellectual property), implementing a double circulation policy with a focus on domestic demand and a localization strategy. The conclusions obtained in this study are relevant for all middle-income countries, especially for Russia, which today, despite having a strong educational base and a strong engineering scientific school, is clearly experiencing an innovation and technological lag.
